Where can I find free (or cheap) website templates?

Heres my criteria: - Professional Grade (this is for a startup business) - Something I can tweak and enhance if I need to. I'm good with html, javascript and and ok with css, but flash development is past me. - No add banners, footers etc. - I also need a logo, but dont have a whole lot of money to commit to that either. Can you help? Thanks!
