how to use free css template in dreamweaver?

1. Can you elaborate on your question? What template are you having problem with?
2. The same way you use any css file in any editor. "Dreamweaver" and "free" have nothing to do with anything. Just specify the file name in your style tag.
3. load the .htm / .html page in dreamweaver to see the DIV's and add content. Any design editing - has to be done via the .css file. for tutorials log on to http://gateway2internet.com
