Where is a good site to either start building my own site navigation or download templates from?

I've seen many free website templates (some for DreamWeaver) online but most of them do not even have the navigation controls at the top of the page and look very poor. Please suggest either A. Websites that teach how to design your own navigation. Either with DreamWeaver, a text editor, or some other software program. B. Websites that offer decent navigation templates. Thanks!
