I am trying to design a website. Where can I get a program for free?

Hello, I am trying to design a website. I already purchased the domain name through yahoo. They have some pre-made templates but it makes the website looks a little plain. So I would like to brighten it up by adding some graphics on it. Like designing my own characters. Thanks in advance for your help and time.
