Can you recommend a good free website design site?

I want one that lets you start with a blank page and have freedom over the components you add - the ones I have looked at are strict templates which are restrictive. Any recommendations?

4. for my opinion at first you go through the http://webdesign-tip.blogspot.com/ and then try it to do yourself if possible you can also take advice from an expert from here also
5. Try freewebs, they've got quite a few templates and it's free. Their sitebuilder is pretty good. If you want to start off clean I'd suggest you visit my site and enter your details for the free gift. Then try 000freewebhost (thats 3 'zeroes' not capital 'o'), but they have a 30 day restriction to getting your site up and running.
