How To Design own Blog Template?

I've got a blog on Blogspot (agent911.blogspot.com) and I'd like to design my own template. However, I don't know CSS/HTML, and blogspot only lets me customize their templates. I'm wondering if there is free software that'll let me create a template by drag-and-drop, copy-past methods. Please help!
