What exactly is a Certificate of Good Moral Character?

I am transferring from a college here in the US to a university in the Philippines and a requirement is a "Certificate of Good Moral Character" I keep on getting vague ideas and examples of what a "Certificate of Good Moral Character" is. Can someone here give me an example/template of what this is? and Who can administer this Certificate?

  1. it's a piece of paper, in it says "this is to certify (your name) is a good student, no behavioral problem, bla bla bla" basically it tells the new institution or school that you are allowed to transfer with your previous school's acknowledgment and that your records are clean. Your dean or principal or whoever is in charge of that school should know.
  2. It's a form that basically tells the university you are applying for that you are basically not a bad dude. The dean of your college would be a good candidate to sign this or whatever person in authority. Just tell them that you need this to study in the Philippines and make a letter and have them duplicate it using a paper bearing your school's letterhead. A format can be something like this (you can make it better of course) CERTIFICATE OF GOOD MORAL CHARACTER This is to certify that we personally know (your name) who is a student in our school from such and such date. We believe him/her to be a person of good moral character. This certification is issued as a requirement to transfer to your University. Certified on this _____ day of _________, 20___. ___________________________ (Signature Over printed Name) ____________________________ Position/Office
  3. A certified letter or documents from you former school or employee certifying that you have not done any physical damage or moral damage to the company or institution where you have been before.
  4. Certificates of good moral character are usually issued by authority figures from schools, churches, institutions, former employers, long time neighbors vouching for the integrity, performance, etc., and issued in favor of the intended beneficiaries who requested for these certifications.
  5. It's a clearance from you former school of your conduct in said school. It is issued by the school maybe the Registrar/Principal or someone in charge of the school. It's also called honorable dismissal that you are leaving the school honorably.
