How to convert a psd to an html/css template?

i am wanting to design my own template in photoshop then convert it to a functional webpage. Are there any free software or services that can do this?

1. Save it as a jpg file and set it as your body background in CSS. You can't "convert" a picture to text (HTML and CSS are text).
2. You can't actually convert it but there are some things you can do to make it into a webpage. There is no free software, but there is a demo. It is called SiteGrinder Pro and it creates the website from the .PSD file. It is okay, but it is a lot easier if you just code it yourself. If you want a shitty website you could always use the slicing tool. You could also just make the background your website picture.
