Is using custom templates created by other designers a good idea to design my own websites?

Or should I design my sites from scratch using HTML and CSS?

1. Nothing wrong with it i wouldn't say. You could even use them inspiration or something and edit them and make it your own.
2. Using templates to save your time and effort is something and having your own style of codding with your standard and free of junk codes is something else you would count as in decision. Whatever you like. experience it and then if you didn't like it, do it your way. be free my friend.
3. Plenty of people do it, and it's a good way to learn by looking at what someone else has done and then tweaking it to suit your needs. It can save a lot of time and speed up the learning curve.
