Where can I get some free Website Templates (Public Domain)?

Where can i get some excellent FREE website templates, ones where i do not have to give accreditation to another company / designer. Royalty Free or Public Domain ones. I am looking for a site similar in design to The Conservative Party's website (http://www.conservatives.com/). But any free design is appreciated! how do I get the dynamic style site, do I need a CMS? If so, can you recommend an easy to use one that is very east to customize. If wordpress, i need a link to a pre-altered script that is not a blog any more, but a true website. like http://www.legalcostconsultancy.co.uk/ - a wordpress standard website.
