Is it better to use a general website template vs using a host website's builder/templates?

I am trying to decide if I want to find a hosting site that offers website templates and/or a builder, or if I want to find a template and develop that then find a host site. Is it cheaper? The big question is can someone with no experience successfully do this? Help!!!

1. if you have no experience and no time then use a template site but its cheaper to build the site yourself if you have some time to learn some html.
