Professional Letter Template?

I am looking for a template for a letter I'm writing to my city's parks department requesting modifications to a tennis court to better fit the needs of a bike polo club that meets there twice per week. Nobody else uses these courts as there are much nicer courts within walking distance. Does anyone know where I can find a free template that addresses both the request details and the impact on the community?

1. Personally, I think the content is much more important than the template. However, when I have a problem like this I cheat and try to find a similar letter.
