Can you convert blogspot templates into weebly backgrounds?

I have a template (below) that works well with Blogspot, but the love the background very much and want it in my Weebly website. Could anyone help me with this? Public Comments

1. Most of what you posted is missing (including the URL of the background file), but if you translate that to ASCII (%3C is <, etc.)it's probably doing a CSS background, setting a picture file as the background. You can do that on any site on which you can put CSS.
2. If i am not mistaken, Weebly doesnt have any interface for you to edit codes. It is just WYSIWYG drag and pull desiign?
