How do you create blogger templates? Any free programs?

I've tried Artisteer but it's not free. I want to create my own blogger template and I need a program or something online for free and that is a GOOD program

There are many programs but the best way is to make edits in a highly template.Search for customizable templates in Google or Yahoo (or you can do changes in the existing template also) and you will get some good results. once you have chosen the template then you can make unlimited changes in it.For example you can change the width(in the Layout tab under the option Edit HTML),images,fonts and colors used in the template.
