Look for a website builder that supports flash (.swf)?

I would like to have a site with a website builder similar to weebly, webnodes and free webs, where you chose a template and stuff, but I want to be able to upload my flash files to the site as well. Like, for example I wanted to have a flash banner, but everything else none flash. If not, how do you publish in flash so that your png, jpeg, etc. files are animated? Note: I am not looking to make a website entirely in flash. I already tried wix. Also 'free' is a very nice word
