Which is the best freeware for generating HTML and/or CSS website templates?

I want to download a best freeware which will create nice website templates by just clicking few buttons and will allow me to copy the code, which was used to design that nice template. As I will just copy the code to generate that nice template and will save that as ".html" file and will use with any of my websites. And if there is any paid software which is affordable to buy and flexible to work with and can perform great, then also let me know about that software.

1. Dreamweaver is the best one by far. It's not free, and costs quite a bit BUT, there's a 30 day-full functional trial period.. After those 30 days are done, you can just reinstall the program.. :] Hope this helped! //Relex.
