Are there any programs that could make editing a flash template simple?

Hello. I only know HTML and CSS. I don't know ActionScript, nor do I know how to use flash. However, I have found a template on templatemonster.com that I really like. I tried editing the .flv source to edit some images and such, but found the process to be difficult. Is there a program such as Dreamweaver, but for Flash?
