Is there software to design joomla templates?

i wanna design my own templates for joomla how can i get this any software................if available for free help me

2. If you use Dreamweaver and you have $100, I recommend looking at Media 65's Joomla! Tool Kit. I bought this to help me convert a Magento template that I purchased into a Joomla! template.
