DH Templates

Incorporating a Website Template(http://www.quackit.com/html/templates/download/portal/8/html/) into my sql?

I am new to this and I obviously do not have much experience building websites. I unzipped the files for a template that I would like to use, but I am not sure where to go from this. Do i need to make certain sql tables? Or can I just use an ftp client to upload everything to the main server. Any tutorials about incorporating website templates using css/sql would really help!
