Where can I find easy HTML tips and possibly free layouts?

Where can I find a website that lets you practice html and download Absolutely free templates, I'm not looking for the layouts that have the confusing mumbo jumbo of generators etc Im just looking for a nice easy design or some help making one, what I want to do is make a fake site that won't even be published something that has a table some links at the top something like this http://www.flickr.com/photos/imagicweb/420399930/ but a little more toned down, just need the links on the side the center info table nothing like buttons or surveys/drag down menus any help would be great thanks!

If you don't want to deal with the html coding at all you can just make a site (free) at a place like http://ucoz.com which has premade templates with no need for using html at all (unless you want to; they allow html changes and use as well) They even allow you to add forums, site news, downloads pages, blogging, image galleries and more without touching code at all.
