how do you publish HTML sites when you have one already made?

I am currently using a program called "NetObjects" to create a HTML based site, however this program does not allow the user to copy/paste a html code to override the existing one. I am planning on either downloading a free HTML template or purchasing a HTML template from somewhere off of the internet. If anyone knows any "good" (easy to use/can be edited using coding+maybe some sort of "easy user interface") programs, or any sites that sell particularly amazing looking HTML (NOT flash, we're staying well enough away from that) templates, please post/let me know. :D
