Where can I find a good program for borders, maybe templates for my professional photogrpahy business?

I have started my own Photography Business. I get my prints through CPQ but I do not like their selection of templates. I need something I can do borders, multiple photos on a page. Any suggestions would be great. I am okay with spending money.
