Quick Photoshop question?

I'm trying to design a business card for a client, but I need to put a border so my client doesn't go beyond it. Here's what I'm trying to do: http://www.free-business-card-templates.com/images/tutorial/photoshop/step3.1a.gif That cyan margin. I think it was under "view" --> "extras," right? Thanks.

1. I don't understand... go beyond? you can't (...) add beyond the size as it is.
2. That's from View>New Guide.
