A webpage-building site with completely blank webpages//that doesn't force you to use templates?

Apologies if tl;dr: -- What is a webpage-building site that has TOTALLY blank pages that I can customize with my OWN HTML/CSS? (As in, instead of pressing the "bold" button while you type to bold things, you have to use tags (<b>text</b>). I'm looking for a site that uses tags for EVERYTHING.) I'm talking about sites like the OLD freewebs/webs.com. (Before they made you choose templates. 'still using my old stupid sn from 2004 just cuz I want to 100% customize my site with HTML/CSS. :[) (For those who even use Neopets -- I'm looking for pages like the "petpage builder" - pages that are COMPLETELY blank and require CSS/HTML from head to toe. No templates whatsoever.) ... And sorry if I seem really angry - I've been far too irritated by this for a long, long time. XD;; HUGE HUGE HUGE thanks in advance.   1. Godaddy will let you do this...buy a domain for no more than 10 bucks a year, and you get a free hosting credit...you can install all kinds of apps, or just upload your own code.
  2. Are you looking for free web pages?? Not sure about that because most make money off of using the templates as advertising.. 1and1.com has pretty cheap pages, some you can get for 6$ a year.. Use frontpage and you have all the html/css freedom you want..
  3. 0fees.net , 100% free you even get php and mysql, but you get a subdomain, which I still think it's cool.
