Selling website templates?

Hai, I can make simple HTML/php/css(very basic css) websites and I want to start selling some. I can make templates such as the one used on tropicafm.co.uk (not made by m e though I can make those sorts of websites) how much could I sell templates like that for an where can I sell them? 1. Unless properly programmed anyone can simple go to the website and copy the template and make it their own.
2. Put them on a website and offer them for sale. You will need to use images rather than the actual pages and style sheets, otherwise people will just help themselves. Use paypal. I doubt whether you will do much business as every website in the world is technically available and the css is very easy to access as the address is always right on the page. You might make more money offering templates for free and putting a little advertising on your site.
