How do I make my own 'Blogger' template?

I want to create my very own blog skin, but I can't find any sites that tell my how to make the kind you find on www.blogskins.com. I want to have a unique template, so I don't really want to use any existing ones, though alot of them are really cool. I'm looking for instructions and tutorials that teach how to make templates, and need help finding good sites. If there are any sites that offer free downloadable software that helps do this would be great too. So here's a nice please & thank you to anyone who has good resources or tips to share :) thanks

1. The program I use to make templets is Netscape Composer 7.1 It's a great program and easy to use. You could go to www.downloads.com and look for the program and some tutorials.
