what exactly is css for developing a web page and do you use templates?
I am taking a class now on web development and have a few friends wanting websites. I am not really sure exactly how css works or means, how using a template works if you have to pay for it, how do you get to the css file?

To answer your other question, yes I do prefer to use templates and I think that paying for templates can be a cost and time-saving solution. You can still edit you page as you like when using a template as they can be modified provided you have some knowledge of coding.
