How do I make a blog template?

I'm a blogger who is dissatisfied with the look of my blog....Can I use photoshop to make my template, is there are wed site that allows me to make my own for free ....I'm at a loss Help me please

1. of course you may use Photoshop, GIMP, MS Paint or any Graphics Editor you need to make a draft of your new layout. but perhapse some blog-services doesn't support all web-design tips and tricks you need. what blog service do you use?
