Program to edit and save existing PDF files?

I have a client who has a template for Certificates already made up by a professional. He wants to be able to edit the certificates as they are for valuating items and then resave them to keep them on file. Anyone know a program that does this? Free programs are nice but not required but don't list anything above $50 AU / US in price. Links to websites appreciated. Thanks :)

Hey, just go to download.com and type in pdf editors, and I am sure there are many of them.
adobe does this! acrobat reader seven also gives links to how you can do this
