Editing a Flash menu without flash software?

I downloaded a free web template called Cut and Paste from freewebtemplates.com. I was able to successfully edit the header image to fit my needs in MS Paint, however, I'd like to do the same with the Flash menu. It is a .swf file-I think the template was created for use in Dreamweaver, however, I don't have Dreamweaver and I'm only using Notepad to edit my website. I'd really like to be able to edit this menu without having to download any extra software. Any suggestions? Thanks! The readme file provided an email address, however, I emailed that address and the email got sent back to me. I"m out of ideas.

1. You cannot edit a flash menu without both the source files, which are in the .fla format, and Adobe Flash. It is possible to decompile a completed .swf back into .fla files, but you can't get around the requirement for Flash.
