Problem With Web Site I build...Help!!!?

I'm building website with Dreamweaver CS3 now what happens when I have a blank template everything works fine! When I start to work on the website, Dreamweaver shows everything OK but when I upload it on the website or preview it it has tables or margins located on different places. Like Left margin can be ok and right one will be 600 pixels lower. or the header can be on top but the page it self will have huge space between Header and Page it self. I tried changing everything CSS, Html. As soon as I change that html template it gives some glitches! It was working good for the past few days and now it gives me problems....

2. I think it's becaue when you use tables they sort of adjust to the size of the window. so if it's smaller they will "squash" and change layout. Try using layers instead (on the navigation bar it should say Layout - Draw Layer), they dont change size according to the window and I think they're much easier to use!
