1. a template can mean a lot of things. The main use as ur talkin about dreamweaver is the layout of your page. Dreamweaver comes with a lot of pre built layouts that you can use. You can also create them using tables.
2. In a Dreamweaver template you define "editable" regions. Anything not in an editable region is controlled by the template. So if you make a change in the template it updates on all the pages that reference the template.
