How do I create a locked/unmovable custom letter head in Microsoft Word?

I want to create a custom letter head template in Microsoft Word. The letter head will use an image but I want the letter head image to remain locked in place. How do I do that?

1. Set it in the header area (View > Header and Footer) This puts it in the background of the document. Then go back into the regular view of the document (View > Header and Footer) and hey presto.
