Designing a website template?

Hi Ok, I am building a website for joomla. I have a free template but im getting bored of looking at it. I want to create my own template. I am very familiar with HTML but I know that I need to learn CSS etc I very much like this template.. http://www.templatemonster.com/joomla-templates/18587.html How would I create something similar to this? Would it be a case of creating the design in photoshop and then putting it onto dreamweaver? Someone try and explain this in simple term please? Thanks x

There is software available that helps you if you can't do html Microsoft Frontpage http://office.microsoft.com/en-us/frontpage/default.aspx you just have to be sure that the website hosting company supports Frontpage Microsoft Publisher is another one. http://www.ehow.com/how_9027_create-web-page.html
