How do I use a CSS template?

I have used FTP to upload all the files to my host. The .css file will not upload? I dont even know if this is a file you upload, I have never used css before. I have an index.html page but without that .css file it doesnt look right. What do I do? My host gives me this error: Error: type of file "EliteCircle.css" not allowed

1. A CSS file is used to "Style" the page, so yes, you should upload it onto the server. You might be getting errors because it already exists on the server, on maybe you have the file open with a program. Close the program, delete the one on the server (if any) and re upload the file.
