Where do I find (and hire) a CSS expert to create several layout templates?

I have very clear outlines of the layout, it is just beyond my skill level. I need to hire a CSS expert to create layout templates. 1. Header, nav, 3 fixed width columns and footer. 2. Header, 3 columns (2 fixed width, center liquid) and footer. I just want a good programmer to work with.
