Want to print a Certificate of Appreciation Award for military veterans for a 40th High School Reunion Banquet

Has anyone had any experience with creating a Certificate for the purpose of appreciation (in this case military) from templates found on the internet which may or may not be free? I would want to be able to customize the certificate with exactly the description and wording I desire. I would not want to be restricted by pre-planned areas of wording. Just would like a template that I could design to my liking.

1. I would use Microsoft Publisher. It has many templates, and is one of my favorite mid-priced programs. There's cheaper ones and there are more expensive, but Microsoft works best with Microsoft.
