For website templates: Can I still create drop down/fly out menus on areas that are non editable regions?

I'm working on a website and the template for the main menu on the top and side and the pages main header is a non editable region I've created in Dreamweaver. This way it's a template, so when I'm working on a new page I don't have to start from scratch each time. With making a template like this it allows me to not have to create the links for the menus for every page, it's already done. I just have to place the variable pics and info on the inner region. So apparently I can't create drop down / fly out menus as far as I know (I'm a novice) because it's a template I've made. I really want fly out menus. Is there a solution?

  1. The areas of non editable just mean that you are not supposed to edit the code in these areas, as it is subject to change by saving a template. The code in the editable areas can still impact the content in the non editable marked sections. So put every thing that is common to all pages on the template and anything individualized in the editable page code.
