How or Where do i find out how to create website templates.?

Ive seen some free ones on certain website and ive seen some that look a lot better for about $60 a piece, But i dont care how long it takes to learn, i want to know how to create my own. and Make them good..... :)

1. am not sure if the following are for free, but you can always check them out. Besides, you only need ideas. Once you have those, You should be able to implement your own HTML. I have seen some of the HTML code that comes with these templates.
