how to make a web template expand to full web page?

Am making a non flash web template in flash cs3 but when i click publish preview the template doesnt take full screen of the web page. How can i make my template expand to full web page.

1. Hi Here are the steps Go to File > Publish Settings. Select the HTML tab. Click the Dimensions drop down box. Select Percent and type 100 for the Width and Height.
