May i know the "free monster template" ( http://www.templatemonster.com/free-templates.php ) is free for use?

Hello Guys,, May i know the "free monster template" ( http://www.templatemonster.com/free-templates.php or http://templatemonster.awddesign.co.uk/free_templates.htm ) is totally free for use? I mean can i use it to create my own website then publish it and also modify it to suit my needs? Because i have ask their "live customer support" and they said those templates are only can be used for testing purposes only, cannot create or use in a real site. But guys, please go to this link at the bottom page: http://templatemonster.awddesign.co.uk/free_templates.htm . This page state those templates are totally free for use it. So now i'm very confused.
