css website builders??

i have looked everywhere for free programs for building a free website using css but everything i download such as nvu, and amaya, and something called the gimp and i have downloaded many of these, and i tried importing website templates i have downloaded, from http://www.free-css.com/free-css-templates but it doesnt work, is there a website that has really nice premade layouts like those, (tried freewebs and things like that) that i can use or a free program that i can import them in an easier way, or is there just a program that is easy to use because everything ive tried is either too diffictult or doesnt work when importing the templates i know mostly HTML but i was jjust saying css because they say its better to use in the other questions ive asked

  1. I suggest you goto Microsoft.com and download the Expression Suite beta. It has just about everything you need.
  2. You don't actually build a website with CSS. CSS describes how the elements within the website are defined. By the way, I'd stay away from ANYTHING Microsoft. They have ignored and twisted web standards to the point that I think they don't even understand how badly they have screwed things up.
  3. CSS is trivial if you've downloaded a CSS file - just upload it to your site. Learning CSS is the difficult part. (I've been earning my living by writing software for 35 years, but I'd call myself a novice when it comes to CSS - it's A LOT more than it looks like. Definitely not something you're going to pick up in a few weeks.)
  4. I'm not sure by what you mean when you say "it doesn't work." When you open an html document in a web editor, along with its external css file, the html should automatically reference the css and pull in the css's style formatting. From there you can edit the code for either file to your liking. So what do you mean by "doesn't work"? GIMP is a photo editing program so that won't help you at all. Maybe you just need to learn html/xhtml and css, but you won't get that overnight.
  5. if u understand css why don't u use good old reliable notepad!
