Flash Website Templates?

What program should i use to edit web site flash templates ? i want to create my website with them. Any suggestions ?

1. Flash is a software program created by Macromedia. They also have a Dreamweaver 8 software program that you can use to create webpages. I suggest that one because I have heard very good things about it; I am also enrolled in a college course for Website Design, and they teach with the Dreamweaver Software.
