- What you're talking about, program wise, is called a WYSIWYG or What You See Is What You Get editor. Smashing Magazine just did a large review of white a few good ones for Mac, PC and Linux. They include free and not so free ones. As for learning, again look around Smashing Magazine. They have loads of resources listed there. Also head over to... http://www.w3schools.com/ ...and... http://www.sitepoint.com/ ...for some great reference material. Beyond that, the best resource I know is Lynda.com. It's how I learned CSS and it's video tutorials in step by step form. Nothing quite like it. However, for the most part, they aren't free. Still worth a look however.
- You can "download" it by just copying it. (If you can't get to it, run Firefox with the Firebug addon, and you can copy the style sheet of a site.) To upload it to your site, use whatever facility your site has for uploading - usually FTP. (If it's a free site that only lets you pick from existing designs, though, you might not be able to upload anything to it.)
